1. Brief Introduction
Shanghai Chemical Industry Park Fengxian Sub-Zone (FSCIP) is an important component of Shanghai Chemical Industry Park (SCIP), which is determined by Shanghai Municipal Government (SMG) to be built into a world-class chemical industry hub. FSCIP locates on the north bank of Hangzhou Bay and lies against SCIP at its north side.
As a grand industry project in the new century, SCIP together with FSCIP, under the master planning of SMG, is set be built into an energetic world-class chemical hub with advanced technology, massive exports and massive economic return.
Guided with the planning conception as “commencing structuring with high level”, FSCIP has invested high level infrastructures and facilities, the “seven connection and one leveling” infrastructure has already been finished, besides this, “One-stop” service center, an assembled office of regulatory authorities, has provided both home and oversea investors great convenience from business starting up to factory operation, including the service of Environment Impact Assessment, business registration, taxation, land planning, banking, import & export commodity inspection and the customs, etc. 

2. Planning of FSCIP
Land planning
FSCIP locates on south Shanghai and the north bank of Hangzhou Bay, with A4 Highway against its north, SCIP against its south. The whole area covers 12 square kilometer.
Industry planning
FSCIP follows the developing guideline of “mainly based on petrochemical and featured in fine chemical”. With sufficient support from raw and medium petrochemical products in SCIP, FSCIP plans and develops down and middle stream petrochemical products, especially in fields of fine chemical products and synthetic material such as: flavor & fragrance, performance rubber products, fine chemical fiber & textile, high Polymer material, new information chemicals, new auxiliary and additive, new dyes & pigments, biochemical products, electronic chemicals, and pharmaceutical intermediates. Chemical machinery, chemical logistics and engineering are also main industrial sectors. 

3. Basic condition and advantage
Transportation
3.1.1 Land way
Inner road system has been finished and connects A4 Highway at SCIP East Exit; It’s 37 kilometers from FSCIP to Xingzhuang through A4 Highway, which further link Huning Highway and Huhang Highway. It’s 50 kilometers to downtown, 10 kilometers to Sinopec Shanghai Petrochemical Company Limited.
The extended part of No.5 metro is planned to pass through FSCIP and to build a station within the park; Elevated Pudong Railway pass through as well and has a station roughly 4km away. It’s 40 km to Shanghai railway Station.
3.1.2 Inner River
The closest inner river dock --Jinhui dock, maximum 500 DWT, locates 6 kilometers FSCIP. Another dock of 100-500 DWT situates on the joint of Zhugang and Hangzhou Bay. The Zugang River can pass vessels of the above DWT.
3.1.3 Sea way
It’s 50 kilometers from FSCIP to quays of Yangshan deep-water port, highway and Pudong Railway connects FSCIP and the port.
The closest jetties is 8 km away from the park, with 5,000 and 25,000 DWT berths, supported with VOPAK tank farm total volume of 466,000 cubic meters. Heavy lift Jetty of 1,000 tons per one article is in the same place.
3.1.4 Airport
It’s both roughly 50 kilometers to Hongqiao International Airport and Pudong International Airport.
Land Condition
The land is unspoiled, slightly sandy and of weak alkali, the soil is above 8 PH value, the elevation is 3.8-4.0 meters and it can afford weight 8-10 tons per square meters.
3.3 Production condition and price
3.3.1 Water supply
Shanghai Fengxian Shaohe Water plant, a joint venture, supply water to FSCIP 300,000 T/D, the water pipeline in FSCIP is laid beneath the trunk road of the industrial park and available at the site of each clients. The water quality meets state drinkable water standard. The diameter of trunk pipeline is 600mm, and water pressure is 2.5kg. The current price is RMB2.02 per ton.
3.3.2 Wastewater treatment
Wastewater pipes has been paved under each inner roads; the wastewater will be gathered and then treated by Fengxian West Wastewater Treatment Plant located in phase 2 of FSCIP. The diameter of the pipeline is 600mm. The wastewater of class 3 of state wastewater standard (< COD 300) can be directly discharged to the waste water pipe, unless the wastewater shall be pretreated to below COD300, or pay additional treating fees. Current fee is RMB1.02 per ton for COD below 300.
3.3.3 Wast Solid Treating
The incinerator in FSCIP has started operation and can deal with waste solid.
3.3.4 Power
Power is supplied by Shanghai Power Company. The normal power cable to site is of dual circuits connecting from the FSCIP 35kv transformer station. Special cable of 10kV and 35kv are also available and the supplier will work out detailed power plan with assistance of Xinghuo 220kv power transformer and SCIP Cao-er 220kv transformer nearby. Average power fee is RMB0.63 per unit.
3.3.5 Industrial gas
The industrial gas providers in the park are Air Products, PRAXAIR and AIR LIQUIDE, offering various types and standards gas, such as CO, hydrogen, oxygen, argon, and nitrogen.
3.3.6 Natural gas
The sources of natural gas are from west China by “West to East Natural Gas transporting Project” and east China ocean natural gas farms. Gas pipeline has been laid beneath to the park. A natural gas station has been put to use nearby.
The Heat is 8,500 kilo-caloric/CBM and the pressure is 4 kg per square centimeters. Inner diameter of the pipe is 300mm. The current price is RMB3.4 per CBM.
3.3.8 Sewage and rainwater drainage system
This system has been built along inner road and offers connecting point to site. Civil wastewater and rainwater collects and drains in different pipes.
3.4 Infrastructure
3.4.1 Telecommunication
The telephone capacity is 20,000 program-controlled lines, with DDD and IDD.
ADSL broadband internet access.
3.4.2 Living and commercial facilities
The commercial and residential area servicing the whole industrial belt has started construction in the middle of 2005. There will be apartments, rental dormitories, catering, hotels, bars, office building, kindergarten, schools, shuttle bus and light rail stations. So far 200,000 sqm residential building space has been finished.
3.4.3 Fire fighting
Mainly supported by a fire fighting stations in SCIP and another one in Zhelin Town nearby.
3.4.4 Schools
Shanghai Normal University attached 12-year school is located to the east of FSCIP. New campuses of Shanghai Normal University and East China University of Science and Technology, which is chemical specialized, are located between FSCIP and Harbor Tourism Resort.
3.4.5 Hospital
SCIP general hospital and Zhelin clinic are both nearby, and Fengxian Central Hospital located in the Nanqiao Town 15 km away.
3.5 Human resource & welfare

4. Services

5. Enterprises in the park
By the end of 2006, more than 70 enterprises have invested in the park, such as Givaudan, Air Products, Semperit, Sempflex, Alison, COSCO, Siontrans, SPC, Chengguang national Chemistry Research Institute, Dainichiseika Color, Eland, Asahi Chemical, Guxiang paint, Chemspec, etc. The total investment has exceeded RMB 10 billion.
